SOLIS project launched in Serbia: Strengthening inclusive social protection and community support

ASB South East Europe, together with IDC Serbia and with the support of Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ), has launched the project SOLIS – Sustainable Social Protection: Support to Social Services in Local Communities in Serbia.

Over the next 35 months, the project will focus on strengthening local social protection systems, improving access to inclusive social services, and supporting children with developmental disabilities and their families across Serbia.

Implemented from November 1, 2025 to September 30, 2028, SOLIS aims to contribute to the realization of the rights of persons with disabilities and their families, while supporting sustainable and comprehensive social protection at the local level. One of the project’s most significant milestones will be the establishment of the first regional Respite Care Center in the village of Temska near Pirot. The service will provide temporary care and support for children with developmental disabilities, while also offering much-needed assistance and relief for parents and caregivers.

The project will be implemented in municipalities across southeastern and southwestern Serbia, including Pirot, Dimitrovgrad, Babušnica, Bela Palanka, Knjaževac, Svrljig, Novi Pazar, Tutin, Raška, and Ivanjica.

Through detailed needs assessments, intermunicipal cooperation, trainings for local governments and civil society organizations, and the implementation of local social initiatives, the project will support communities in developing more inclusive and sustainable services tailored to local needs.

In addition to infrastructure development and service improvement, SOLIS will promote innovative approaches in social protection through capacity building in social entrepreneurship models, awareness-raising activities, and stronger participation of persons with disabilities and their families in community life. By connecting institutions, civil society organizations, local governments, and communities, SOLIS represents another important step toward building a more inclusive society where support services are accessible, sustainable, and centered around the real needs of people
