Transfer of Skills and Further Capacity Strengthening of Municipal Teams on Grant Scheme Management

For years, ASB in Kosovo has implemented grant schemes to support the most vulnerable individuals or organizations, through provision of equipment and goods. This was done in cooperation with selected municipalities and respective Municipal Centers for Social Welfare (MCSW).

These counterparts played an active role in the identification of beneficiaries and later on in the monitoring. However their involvement was not structured in a way that would ensure an active role throughout the whole process. Namely, since the whole grant scheme preparation and implementation of major activities was done by ASB Kosovo Team, municipal representatives did not have an opportunity to get involved in all actions.

To address this deficiency, ASB Kosovo Team plans to introduce the concept of transferring skills, where the targets are local partner institutions and civil society.

Development of the Manual will be included as an additional activity in the ToR for external training outfit which implements the training activity. This is done in order to ensure that the parts from the training materials are assembled into the document, thus avoiding misinterpretation or variations in the approach, as well as reducing the cost in terms of expert days.
